In short: With its notice of 20 August 2026, the Tax Administration of Kosovo (ATK) requires every employer to fill in and declare, in the EDI electronic system, the data of all employees currently in an employment relationship, by 31 October 2026 at the latest. The employee registration form asks for the start date of employment, the end date if any, full-time or part-time hours, level of education, profession and job position. After that, every change in an employee’s data is updated in EDI. The legal basis is article 43, paragraph 5, of Law no. 08/L-257 on Tax Procedure Administration.
Who has to do it, and for whom
- Who: every taxpayer with employees, whatever its form: sole proprietorship, L.L.C., organisation, institution.
- For whom: for all existing employees, one form each. The payroll list is not enough; ATK wants each employee’s data in the fields of the form.
- After the deadline: the service is permanent. Whenever an employee’s data changes, the employer updates it in EDI, so that the system matches the actual employment situation.
The deadline and what follows
| Date | |
|---|---|
| ATK notice | 20 August 2026 |
| Deadline for current employees | 31 October 2026 |
| After the deadline | every change is updated in EDI |
For failing to fill in and declare the data, ATK warns of «actions and measures set out in the legislation in force». The notice gives no amounts; penalties are governed by Law no. 08/L-257. For your own case, ask your accountant or ATK.
The form’s fields and where to find the data
| Field in EDI | Where to find it | Note |
|---|---|---|
| Start date of employment | Employment contract | Date of the first contract with this employee |
| End date of employment | Termination decision | Only if the employee has left |
| Working hours: full-time or part-time | Employment contract | Weekly hours per the contract |
| Level of education | Diploma or CV | Highest level completed |
| Profession | Diploma or CV | What they trained as, not the current position |
| Job position | Contract or job description | As in the contract |
| Other data | The guide inside EDI | The form may ask for further fields |
The distinction most often confused: profession is what the employee trained as (e.g. economist), position is what they do for you (e.g. cashier).
Step by step
- The list. Start from last month’s payroll list: it holds all current employees. Add those on leave (maternity, sick leave), because they are still employed.
- The documents. For each employee gather the contract, start date, hours, education, profession and position. Fill gaps from the contract and the CV.
- EDI. Log in to ATK’s EDI electronic system with the business account and open the electronic service for employee registration.
- The guide. Read the «Guide for filling in the employee registration form», found in the same window: it has the exact fields and their format.
- One form each. Fill in a form for every employee, check the data and declare.
- Confirmation and calendar. Keep the confirmation for each and note the new rule in your calendar: a new hire, a departure, a change of hours or position means an update in EDI.
Mistakes to avoid
- Employees on leave or at other branches are forgotten; the deadline covers everyone in employment.
- Part-time entered as full-time because «it is simpler». The field exists precisely to tell them apart.
- Position instead of profession, or the other way round.
- Declared once and forgotten. From 1 November the obligation continues with every change.
- Left to the last week. With 20 employees and incomplete contracts, collecting the data takes longer than filling in the form.
How ProBooks helps
ProBooks is fiscalization and accounting software for businesses in Kosovo; every package with accounting also keeps employees and employment contracts. For each employee it stores the name and personal number, the start date of employment, the contract end date or «indefinite», the type of employment (full-time, part-time, fixed-term, intern), the position, the status (active, on leave, terminated), the bank and the base salary. The list exports with one click, so for EDI you only add education and profession from the contract or CV. Employment contracts are generated from your templates, so the start date and hours are always where they should be.
There is no automatic transfer from ProBooks to EDI: EDI offers no such connection. The form is filled in EDI, with the data ready from the list.
Frequently asked questions
Do part-time employees also have to be registered in EDI? Yes. ATK’s form has a «working hours, full-time or part-time» field, so every employee in an employment relationship is registered, whatever their hours.
What do I do when an employee leaves? Update their record in EDI with the date the employment ended. ATK requires every change in an employee’s data to be updated in the system.
Where do I find the guide for filling in the form? Inside the EDI electronic system, in the window of the employee registration service: «Guide for filling in the employee registration form».
What happens if I do not register the employees by 31 October 2026? ATK says that failing to fill in and declare the data may be subject to the measures set out in the tax legislation in force (Law no. 08/L-257). The notice gives no amounts.
Does this registration replace the monthly payroll declaration? No. The monthly declaration of wage tax and pension contributions continues as before, by the 15th of the following month. Employee registration is a separate obligation: once per employee, then with every change.
